    AT DODAN BARRACKS IN LAGOS, THE OFFICIAL RESIDENCE OF NIGERIA'S HEAD OF STATE AND COMMANDER IN CHIEF OF THE ARMED FORCES, MAYOR GENERAL YAKUBU GOWON, INTERIOR MINISTER LEON MAKA OF GUINEA DELIVERED A NOTE FROM HIS PRESIDENT SEKOU TOURE TO GENERAL GOWON ON MONDAY, APRIL 27TH.

    MINISTER MAKA, WHO IS ALSO PERMANENT SECRETARY OF THE BUREAU OF THE RULING GUINEA DEMOCRATIC PARTY (PDG) AND PRESIDENT OF THE NATIONAL ASSEMBLY, BECAME MINISTER OF THE INTERIOR ONLY THREE WEEKS AGO DURING THE LAST MAJOR RESHUFFLE OF PRESIDENT TOURE'S CABINET. HE IS THE FIRST HIGH-RANKING MEMBER OF THE RULING GUINEA PARTY TO VISIT NIGERIA SINCE THE END OF THE CIVIL WAR IN THAT COUNTRY.

    ALTHOUGH THE CONTENT OF THE NOTE TO PRESIDENT GOWON WAS NOT MADE PUBLIC, IT IS KNOWN THAT PRESIDENT TOURE WAS ONE OF THE FIRST AFRICAN HEADS OF STATE TO SEND MESSAGES OF SUPPORT TO GENERAL GOWON AFTER THE COLLAPSE OF THE SECESSIONIST BIAFRAN TERRITORY. IN A RADIO MESSAGE BROADCAST FROM CONAKRY ON JANUARY 14, PRESIDENT TOURE SAID HE AND HIS PEOPLE CONGRATULATED GENERAL GOWON ON THE VICTORY WHICH ALSO REPRESENTED VICTORY FOR AFRICAN UNITY AND, HE ADDED: "WE FIRMLY SUPPORT YOU IN THE CARRYING OUT OF YOUR NATIONAL POLICY AND RECOMMEND EXTREME VIGILANCE TOWARDS IMPERIALIST POWERS AS WELL AS ALL ASSOCIATIONS OF EXPLOITERS." THEN, FIVE DAYS LATER, AT THE OPENING SESSION OF THE NATIONAL COUNCIL OF THE GUINEAN REVOLUTION, THE CONDEMNED CHURCH SUPPORT OF BIAFRA, SAYING: "WHAT WE REGRET IS THE ATTITUDE OF A CERTAIN CHURCH IN THIS DISTRESSING AFFAIR, BUT HISTORICAL REASON WILL EVENTUALLY TAKE OVER FROM SPIRITUAL REASON." HE ALSO ATTACKED THOSE AFRICAN GOVERNMENTS WHO HAD SUPPORTED THE SECESSIONISTS, "MAKING A MOCKERY OF RESOLUTIONS OF THE ORGANISATION OF AFRICAN UNITY AND THE UNITED NATIONS.... NOTHING JUSTIFIES THE ATTITUDE OF THESE AFRICAN GOVERNMENTS FOR THEY ARE THEMSELVES STRUGGLING TO PREVENT THE BIRTH OF A BIAFRA IN THEIR OWN COUNTRIES."
    IN VIEW OF THESE PREVIOUS DECLARATIONS - AND SINCE BOTH NIGERIA AND GUINEA ARE CO-MEMBERS OF THE NIGER RIVER COMMISSION - IT IS BELIEVED THAT THE NOTE PRESENTED BY MINISTER MAKA WILL CONTINUE TO OFFER THE SAME SUPPORT FROM GUINEA TO NIGERIA.
