    MR CLARENCE RANDALL, LEADER OF PRESIDENT KENNEDY'S SPECIAL MISSION TO GHANA IN CONNECTION WITH THE VOLTA RIVER SCHEME, HAD HIS FIRST MEETING WITH PRESIDENT NKRUMAH IN ACCRA, GHANA, ON OCT 26. HE WAS ACCOMPANIED BY MR. FRANCIS RUSSELL, AMERICAN AMBASSADOR IN GHANA, AND TWO OTHER U.S. OFFICIALS.

    THE FOLLOWING DAY, THE AMERICAN PARTY VISITED THE SITE AT AKOSOMBO, WHERE A 370 FT DAM IS TO STORE THE WATER OF THE VOLTA IN A RESERVOIR WHICH WILL BE 250 MILES LONG, WITH A SURFACE OF 3,300 SQUARE MILES. A PROPOSED LOAN FROM THE U.S. WAS FOR 133 MILLION DOLLARS, ABOUT GBP48 MILLION.

    AN INDUSTRIAL AND FOREIGN AID EXPERT, MR. RANDALL IS REVIEWING AMERICA'S PARTICIPATION IN THE PROJECT, SAID TO BE THE LARGEST UNDERTAKING IN AFRICA. CLOSELY LINKED TO THE PROJECT IS THE CONSORTIUM TO BUILD AN ALUMINIUM SMELTER TO PRODUCE 200,000 TONS OF ALUMINIUM ANNUALLY. THE CONSORTIUM IS MADE UP OF THE KAISER ALUMINUM CO., REYNOLDS ALUMINIUM CO., AND THE ALUMINIUM COMPANY OF AMERICA, FIRMS WHICH BETWEEN THEM PRODUCE ABOUT NINETY PERCENT OF THE ALUMINIUM IN THE UNITED STATES, AND THE ALUMINIUM COMPANY OF CANADA.

    IT WAS RECENTLY ANNOUNCED THAT PRESIDENT KENNEDY WAS TO SEND MR. MENNEN WILLIAMS, U.S. SECRETARY OF STATE FOR AFRICAN AFFAIRS, TO TALK TO PRESIDENT NKRUMAH ABOUT GHANA'S PLACE IN THE "COLD WAR". RESENTMENT HAS BEEN FELT ABOUT PRESIDENT NKRUMAH'S PRO-SOVIET ATTITUDE TOWARDS NUCLEAR TESTING, BERLIN, AND THE CONGO.
