    Delegates from North and South Korea attended a field conference in the demilitarised zone, Nov 8, which was called by the United Nations Joint Observer Team in order to discuss charges of border violation by Communist North Korea.

    At the meeting, 100 miles north-east of Seoul, senior member of the U.N. Command, Lt.-Col. Jeffrey G. Smith, severely criticised Communist actions, including the construction of fortifications within the demilitarised sone, which he described as a flagrant violation of the armistice agreement.

    Lt.-Col. Smith suggested that a joint on-the-spot investigation be conducted for a report to the armistice commission.

    Rejecting the charges, North Korean senior member Lt.-Col. Kim Chul Soon refused to agree to a joint investigation.

    South Korean Defence Minister Kim Chung Yul said in a recent statement North Korea had been violating the armistice agreement for some time and training troops for atomic warfare with heavy nuclear weapons.
