    DEADLOCK WORSENED THIS WEEK IN THE DISPUTE BETWEEN THE CONGOLESE GOVERNMENT AND THE UNION MINIERE OVER THE GOVERNMENT'S CLAIM FOR GBP54 MILLION FROM THE UNION.

    ON MONDAY, (JANUARY 23, 1967) PRESIDENT MOBUTU'S GOVERNMENT ANNOUNCED IT WOULD PURSUE ITS CLAIM IN INTERNATIONAL CIRCLES.

    THE GOVERNMENT, WHICH SEIZED UNION MINIERE ASSETS ON DECEMBER 23 AFTER THE COMPANY REFUSED TO MOVE ITS HEADQUARTERS FROM BRUSSELS TO KINSHASA, CLAIMS THE MONEY FOR ORES REMOVED FROM THE CONGO.

    MEANTIME STRICT MILITARY SECURITY OPERATIONS HAVE BEEN BROUGHT INTO FORCE IN THE CONGO. ON-THE-SPOT OBSERVERS REPORT "ROADBLOCKS AND TROOPS EVERYWHERE". THE KATANGAN MINES OPERATED BY UNION MINIERE PRODUCED 8 PER CENT OF THE WORLD'S COPPER. NOW, IT IS REPORTED, ONLY LIMITED PRODUCTION IS BEING MAINTAINED.

    THE UNION MINIERE HAS OFFERED TO PAY WAGES FOR TWO YEARS TO FORMER EMPLOYEES WHO DECIDE TO QUIT THE CONGO BY JANUARY 31. THE CONGOLESE GOVERNMENT HAS SAID THAT TECHNICIANS WISHING TO QUIT MUST GIVE 12 MONTHS NOTICE.
