TRANSCRIPT: MAKSOUD: (SEQ 1) "The United Nations also has been shown to be an anchor for many of the international crises to dilute the extent of the Cold War, the dangers that are inherent in the rush for armaments at this juncture. The United Nations might not be able to resolve the problems, but it has at least sought to shock absorb some of the very critical issues that are obtaining. As far as the Middle East question is concerned, we are satisfied by the support that we have received from the General Assembly. We are satisfied also by the unanimous resolution of the Security Council which enabled the United Nations to use its flag and its protection. We condemn the attempt by Israel to violate and destroy the spirit and the mandate of the United Nations pertaining to the Tripoli withdrawal and the humanitarian aspect of it. We consider that, motivated by crude vengeance, Israel has shown its true face and its attitude towards the United Nations. We consider this to be a positive development, a show of the moral protective power of the United Nations."

Mr. Maksoud praised the United Nations' role in the evacuation of Arafat's forces from Tripoli, and denounced Israel's attacks on Palestinian troops immediately before the withdrawal took place.
