    Arab heads of state meeting in Cairo to discuss the Lebanon situation have approved a peace package for the war-torn country.

    SYNOPSIS: The peace package which the Arab leaders were considering was worked out at a meeting in Riyadh attended by Egypt, Syria, Lebanon, Saudi Arabia, Kuwait and the Palestine Liberation Organisation. Egypt was represented at the Cairo meeting by President Anwar Sadat and Foreign Minister, Ismail Fahmi.

    The summit was reported to have encountered problems over the composition of the 30,000 man Arab Security force, a central element in the package. President Elias Sarkis of Lebanon would have technical control over the peace forces.

    The only country to oppose the plan was Iraq, which has been a supporter of the Palestine Liberation Organisation and left-wing Lebanese forces in the civil war. PLO leader, Yasser Arafat was at both the Riyadh and Cairo summits and has supported the Riyadh peace plan. Iraq has opposed Syrian involvement in the war. There are now more than 20,000 Syrian troops in Lebanon, many of whom are expected to be included in the enlarged peace-keeping force.
