    TRANSCRIPT: LE MELLE: "The United States has placed itself clearly on the record with regard to the situation in Rhodesia. We have conferred with groups within the country, with the Patriotic Front, with the frontline states and with other African leaders on the question of bringing majority rule to that country. We support a free, supervised election based on the principle of one man/one vote. We also support the participation in that election of all political groups. We cannot and will not remain indifferent to the barbaric policy of apartheid. The character and evolution of our policy toward South Africa will be determined obviously by the speed with which the minority white population in that country is prepared to renounce the uncivilised behaviour that underlies the principles of their near-universally condemned political system. With regard to the Horn, an issue of obvious and immediate concern to Kenya, the United States found itself confronted with an issue of more than usual complexity. We have clearly expressed our continuing support for the principle of territorial integrity. At the same time we were forced to take cognizance of the fact that Africans fighting Africans within the Ogaden with weapons supplied by the same non-African power. At the same time the country that had supplied huge arsenals of weapons to the warring countries took a direct role in the war, furnishing its own personnel and under-writing -- at the very least -- the participation of large numbers of foreign troops from an allied nation.



    Dr. Le Melle went on the say that the United States continues to seek friendly relations with both Ethiopia and Somalia, and are supplying relief to both of them. Throughout his speech he emphasised hips conviction that African problems should be solved by Africans, but did not reject the necessity for Africans to seek consultation, cooperation and assistance from other countries.

He reminded the members that President Carter made it clear from the beginning of hips presidency that Africa would receive major attention in the formulation of foreign policy. He spoke about Rhodesia and South Africa and outlined the American policy towards the two countries.
