    NEARLY ALL THE SPACEPORT'S 12,000 CONSTRUCTION WORKERS FAILED TO REPORT TO WORK YESTERDAY. A SPOKESMAN AT THE BREVARD COUNTY SHERIFF'S OFFICE SAID EARLY MORNING TRAFFIC TO THE SPACEPORT TODAY APPEARED LIGHTER THAN USUAL.

    THE SHUTDOWN OF WORK ON A $45 MILLION MOON ROCKET BASE AND ON FOUR OTHER KEY FACILITIES IN AMERICA'S DRIVE TO CONQUER SPACE BROUGHT A BATTERY OF NATIONAL LABOR RELATIONS BOARD (NLRB) ATTORNEYS TO THE SPACE CENTER TO INVESTIGATE CHARGES THAT THE PICKETING WAS ILLEGAL.

    THE PICKET LINES WERE SET UP BY THE ORDER OF RAILROAD TELEGRAPHERS, ONE OF 11 UNIONS THAT WENT ON STRIKE AGAINST THE FLORIDA EAST COAST RAILWAY A YEAR AGO IN A WAGE DISPUTE. THE PICKETING WAS IN RETALIATION FOR THE START OF FEC SERVICE, WITH NON-UNION LABOR, TO THE SPACE CENTER YESTERDAY.

    THE FEC AND THE AIR FORCE, OPERATOR OF THE MISSILE TEST CENTER, CHARGED THE PICKETING CONSTITUTED A SECONDARY BOYCOTT AND WAS ILLEGAL. SIMILAR CHARGES WERE FILED WITH THE NLRB LAST FALL DURING A TW0-DAY STRIKE.

    THE ARMY CORPS OF ENGINEERS, OVERSEER OF CONSTRUCTION AT THE SPRAWLING SPACEPORT, SAID 3.205 CONSTRUCTION WORKERS WERE TURNED AWAY BY THE PICKET LINES WHILE 226 PERSONS, MOSTLY SUPERVISORS, SHOWED UP FOR WORK.

    "HARDEST HIT WAS THE MASSIVE APOLLO MOON ROCKET LAUNCHING AREA ON MERRITT ISLAND WERE A $63 MILLION 53-STORY ROCKET ASSEMBLY BUILDING IS UNDER CONSTRUCTION FOR THE NATIONAL AERONAUTICS AND SPACE ADMINISTRATION'S LUNAR EXPLORATION PROGRAM.

    THE AIR FORCE SAID PICKETING HALTED WORK ON ITS TITAN-3A LAUNCHING COMPLEX, ON AN ATLAS PAD BEING MODIFIED FOR THE GEMINI.
