    Background: The Ruler of Dubai, Sheikh Rashid bin Said Al Maktoum signed a 20 million sterling agreement in London on Wednesday (January 30) for the building of the largest cement factory in the Gulf.

    The agreement was with the British construction firm Richard Costain which is already involved in a major project in Dubai -- the building of the Middle East's biggest dry dock complex.

    The cement factory, which will have an annual output of 500,000 tons a year, will be sited six miles (10 kms) south of Dubai City. It will use local raw materials from the surrounding desert.

    Sheikh Rashid is Vice president of the United Arab Emirates. Two other members of the U.A.E., Abu Dhabi and Ras al Khaimah, are already constructing cement plants but Dubai's cement factory will be larger.

    The plant will aid the development and industrialisation of Dubai which foreign financial experts have said could develop into the "Singapore" of the region.

    Building materials have been one of Dubai's most costly imports after household goods and food.
