    An international conference, aimed at proclaiming a People's Rights Charter, opened in Algeria on Thursday (1 July).

    SYNOPSIS: The conference, which is being held at the Palais de Nations in Algiers, is being attended by a number of international economists, jurists and historians. Among them are government ministers from African countries, representatives of national liberation movements and professors from universities in the United States. The delegates hope that at the end of the conference, they would have unanimous agreement on a People's Rights Charter to be known as the Algiers Declaration. The conference resulted from a report compiled by an international committee which studied violations of the rights of man mainly in South America.

    The leader of the Algerian delegation, Abdel Kader Hadj Ali, spoke of the decision of the committee to enlarge its activities and work on the draft charter. He said the decision had the total approval of the International League for People's Rights and Freedom, an organisation dedicated to the principles of the United Nations Universal Declaration of Human Rights. The Algerian representative also spoke of the immense changes in international politics since the independence of some 80 former colonial territories.
