Background: Egypt's new cabinet met in Cairo on Thursday (29 March) for the second day running. The meeting came the day after President Anwar Sadat had proclaimed himself military Governor under the state of emergency which has been in force since before the 1967 Arab-Israeli war.
Earlier in the week, the President reshuffled the cabinet, taking the post of Prime Minister himself. He did not attend Thursday's cabinet meeting which was presided over by Abdel Kader Hatem, one of the four Deputy-Premiers.
President Sadat said the government changes were aimed specifically at gearing the country for total confrontation with Israel. The President urged his ministers to adopt a new dynamic approach to Egypt's problems and to rid government machinery of red tape. He gave his ministers a two-month deadline to solve urgent problems in their respective domains.
The new government is also to concentrate on military preparedness. A "battle preparations" committee has been appointed and early tasks are to test Egypt's civil defence system and stage air raid drills in Cairo and other major cities.
