    SOME 20 HEADS OF STATE OR HEADS OF GOVERNMENT FROM INDEPENDENT AFRICAN COUNTRIES WERE ARRIVING IN LAGOS, THE CAPITAL OF NIGERIA, JANUARY 24TH, FOR THE "SUMMIT" CONFERENCE DUE TO BEGIN THE NEXT DAY.FOR THE PRIME MINISTER OF NIGERIA, ABUBAKAR TAFAWA BALEWA, JANUARY 24TH WAS A BUSY DAY AS HE PERSONALLY MET EACH AIRCRAFT BRINGING THE CONFERENCE DELEGATES.

    AMONG EARLY ARRIVALS WAS THE SOMALI PRIME MINISTER, ALI SHERMAKE; THE PRESIDENT OF GABON, LEON M'BA; THE PRESIDENT OF THE CENTRAL AFRICAN REPUBLIC, DAVID DACKO; AND EMPEROR HAILE SELASSIE OF THE ETHIOPIA.THE PRIME MINISTER OF NIGERIA WAS ALSO JOINED BY THE GOVERNOR-GENERAL, NNAMDI AZIKIWE, IN THE AIRPORT CEREMONIES WHICH WERE WATCHED BY HUNDREDS OF CHEERING, FLAG WAVING NIGERIANS.

    BUT BEHIND THE CHEERFUL FRONT BEING PUT ON BY THE NIGERIAN HOSTS, MANY REGARD A SUCCESSFUL OUTCOME OF THE CONFERENCE AIMED AT AFRICAN UNITY AND CO-OPERATION, TO BE UNLIKELY.GHANA, GUINEA, MALI, MOROCCO, TUNISIA, AND THE UNITED ARAB REPUBLIC - SO-CALLED CASABLANCA COUNTRIES - HAVE REFUSED TO SEND REPRESENTATIVES, GIVING AS THEIR MAIN REASON THE FAILURE OF THE NIGERIANS TO INVITE THE ALGERIAN NATIONALIST PROVISIONAL GOVERNMENT.OPPOSING THE INCLUSION OF THE ALGERIANS ARE THE BRAZZAVILLE GROUP OF FORMER FRENCH COLONIES WHICH JOINED LAST YEAR WITH NIGERIAN AND SIERRA LEONE, ETHIOPIA, THE SUDAN, TUNISIA AND SOMALIA TO FORM THE MONROVIA GROUP.

    THE CONFERENCE, WHICH HAS BEEN PRECEDED BY A MEETING OF AFRICAN FOREIGN MINISTERS IN LAGOS, IS DUE TO END ON JANUARY 30TH.AFTER FUTILE ARGUMENTS ABOUT ALGERIAKBY THE FOREIGN MINISTERS ON JANUARY 23RD, AN AGENDA WAS AGREED FOR THE HEADS OF STATE CONFERENCE.IT IS BELIEVED THAT THIS MEETING WILL CONSIDER THE ESTABLISHMENT OF AN ORGANIZATION OF AFRICAN STATES SIMILAR TO LATIN-AMERICAN MODEL.AN AFRICAN COMMON MARKET AND THE PROBLEM OF AFRICAN ASSOCIATION WITH THE EUROPEAN COMMON MARKET WILL ALSO BE EXAMINED.
