    LUNS: "Mr. Brezhnev's recent statement, made during his visit to Budapest, and made on the 30th of November, only a few days ago, gives us some ground for hoping that, in the near future, the Soviet acceptance of the invitation to our exploratory talks will be officially confirmed. We hope too, that the satisfactory outcome of these soundings will lead to the opening of the negotiations on MBFR, also some time next year, probably in the autumn".

    Background: The Secretary General of the North Atlantic Treaty Organisation (NATO), Joseph Luns of the Netherlands, addressed the pres sin Brussels yesterday (Tuesday), following the opening of the year-end Ministerial Meeting of NATO.

    Foreign and Defence Ministers and top military chiefs from the 15-nation Western Alliance are meeting for the next four days, amid a growing mood in favour of dismantling the Cold War barriers in Europe.

    Several sessions will take place - mainly concerned with a more cohesive European contribution to NATO's defence burden (something the United States has been demanding for some time); and major problems of long-term defence planning. But the main focus of the meetings is said to centre on Thursday and Friday's meetings between the 15 Foreign Ministers to discuss initiatives in the search for East-West detente.
