The United Nations has imposed a mandatory ban on arms shipments to South Africa. The Security Council unanimously adopted the ban-its first ever sanctions against a member state. South Africa has been under fire for its racial policies and recent anti-apartheid crack-down.
SYNOPSIS: The ban was not unexpected is South Africa, and political observers said it would have little effect as the country's defence forces were already well-equipped.
Soviet Union permanent representative Oleg Troyanovsky said he thought it would have been better to adopt the resolutions of the three African countries which were vetoed. But he said although the unanimous resolution was a compromise, the Soviet Union found it possible to vote for it. The vote for the ban had followed the defeat of harsher African resolutions, vetoed by the United States, France, and Britain. Andrew Young of the United States said the resolution was a genuine compromise.
But not all the UN delegates welcomed the terms of the resolution. Elias L. Ntloedibe of the Pan African Congress thought it needed sharper teeth.
