    DR. LOUIS CABRAL: "Our party is the only organisation of unity fighting for the freedom of our homeland. It is present in al the towns and villages of Guinca and cape Verde and since the 25th April we are a???le to fight for immediate independence under the banner of the PAIGC."

    The Imperialists who have no freedom of movement inside our country hope to use those who have lived outside all these years in order to destroy our unity and serve their interest. That is why Africa's vigilance is decisive at this time in our fight. We must be firm inthe defence of our principles which have been set by the Committee of Liberation of the OUA and we must retain ad true liberation movements those who have fought and are still fighting for Independence of their country. They are the only representatives to their people in the fight against the Portuguese state.

    The time limit given by the Independent states of Africa for the proclamation of our state has been decisive when it was recognised as a member of the international community by 84 members of the United Nations.

    In the name of our people and of all the freedom fighters of our country, we are pleased to express to you al our sincere thanks for this immediate and total help which has allowed the historical act of the 24th September to be proclaimed by the first national assembly of our country, with all its victorious significance to all the people of Africa fighting justly of national freedom and progress.

    The Council of State of our republic is going to ask for our admission to the United Nations this month; e have already an observer post there. The fact that we have become the 42nd state member of the OAU since the 19th November last, ad that we belong to various organisations of the United Nations, gives us the right to belong to the international organisation. We are sure that all our brother states of African will agree with us in considering any opposition to the entry of our Republic to the United Nations as an act of hostility towards Africa as a whole. And people will not be indifferent to such a position which would negate the secret and sovereign principles defined by the assembly of our states on the basis of international laws and the Charter of the United Nations."

    Background: Dr. Louis Cabral President of the Guinea-Bissau State Council told Organisation of African Unity members in Mogadishu on Friday (June 14) that his Council was going to ask for admission to the United Nations this month. Any opposition to entry would be taken as an act of hostility to Africa as a whole and Africa would not be indifferent to such a situation, he warned.

    Dr. Cabral said the Guinea-Bissau Nationalist movement (P.A.I.G.C.) were fighting for the immediate independence of their country and they allowed the Portuguese no freedom of movement. within the country.

    Later on Friday in Algiers talks between the PAIGC and the Portuguese Government broke down. Now many observers are predicting an intensification of the guerrilla war in the self proclaimed state of Guinea Bissau.
