Sir Hugh Foot, Governor of Cyprus, had a meeting with Archbishop Makarios today. Sir Hugh emphasized there had been no question of any form of negotiation during their talk.
Though the Archbishop did refer to the desirability of taking steps to bring the state of ceremony to an end, there had been no reference to the possibility of the Archbishop's return to the island.
The Governor said he saw the Archbishop this morning chiefly to emphasize his call for restraint. " I told Archbishop Makarios my views and he told me his....We both spoke very frankly....Since I came to Cyprus I have, as is well known, been anxious to hear what everyone has to say. The talks with Archbishop Makarios were the natural continuation of this policy."
Sir Hugh Foot said the meeting had been arranged at British initiative and not as the result of any move by the Archbishop. The Greek Government had been told in advance and the Foreign Secretary and Secretary of State for the Colonies were also aware that this approach was being made.
The Governor's decision to see the Archbishop has been warmly welcomed by Gree-Cypriots, and will in all probability contribute greatly towards preserving order in the island. Apart from this gesture, however, the Athens talks are not regarded here as having achieved much.
Sir Hugh later left Athens by air for Nicosia where he arrived during the afternoon.
