    TRANSCRIPT: BLUM: "Mr. President, the draft resolution before us was tabled with the express purpose of harming the process of peace. Instead of establishing a multi-lateral framework for peace as the Camp David agreement did, Iraq, by it's own admission, seeks to establish a narrow framework for war. And the draft resolution before us os a part of it. If there is any genius in Iraq posturing, as expressed in the second preamble of the paragraph of the resolution, why do Iraq and the other Arab co-sponsors of this resolution not respond favourably to the offer made by the Foreign Minister of Israel at the last General Assembly, and negotiate with Israel and other countries of the region in Middle Eastern (indistinct) also as the countries of Latin America have so wisely done. Mr. President, in the course of this General Assembly, in the period of time that elapsed between the adoption of this resolution....

    Background: The United Nations General Assembly, endorsing the initiative of a number of third world states that include Egypt, called on the Security Council on Wednesday night (14 December) to impose a mandatory arms embargo against Israel. The United States, Britain and France, all of which have the power to veto resolution in the Security Council, were among the thirty countries that voted against the resolution. However, it was adopted, by seventy-two votes, with 37 abstention. The Israeli delegate, Mr. Yehuda Blum, spoke against the resolutions, and when it was passed, questioned whether it would ever come before the Security Council. According to Reuters News Agency, because the United States have veto powers in the Security Council, there is no chance of it ordering sanctions against Israel if the recommendation is debated. Mr Blum challenged Iraq and other Arab co-sponsors of the resolution to begin negotiations with Israel, and accused them of being against peace.

    SYNOPSIS: The members of the General Assembly were then asked to vote.

    The resolution was adopted by 72 affirmative votes. But the Israeli delegate commented that the Israelis will treat is as unimportant.
