    Socialist leaders from European, African and Latin American countries have been meeting in Portugal to discuss the progress of democracy in Spain and Portugal and the influence it will have on political developments in Latin America.

    SYNOPSIS: Among the delegates who attended the three-day conference at the Atlantic coastal resort of Estoril, near Lisbon, were Spanish Socialist leader Felipe Gonzales, former Portuguese Prime Minister Mario Soares and former West German Chancellor Willy Brandt. The meeting was sponsored by the Portuguese Socialist Party.

    An outline of the objectives of the conference was given by Hipolito Solari Yrigoyen, a member of Argentina's Radical Civic Union. A Senator in 1973, he is now exiled.

    Speaking to newsmen in Spanish, Senor Yrigoyen said that the meeting had been called to discuss item by item the situations and events which threaten the countries involved.

    Senor Yrigoyen singled out Costa Rica, Venezuela and the Dominican Republic as countries which had already achieved democratic government and then mentioned Bolivia as one which was taking the road towards it. He added that the delegates were hoping to get a consensus of opinion which would represent the views of socialists throughout Latin America-- including Chile, Argentina and Uruguay -- still very much under military rule. Willy Brandt also spoke to newsmen in English about the aims and objectives of the meeting.
