    AUGUST 11 - TWO DAYS BEFORE THE FIRST ANNIVERSARY OF THE ERECTION OF THE BERLIN WALL MORE REPORTS OF MOUNTING TENSION IN THE DIVIDED CITY. THE SOVIET GOVERNMENT SENT SEPARATE NOTES THAT DAY TO BRITAIN, THE UNITED STATES AND FRANCE ACCUSING THE WEST OF INTENSIFYING PROVOCATIVE ACTS IN WEST BERLIN. AMERICA DESCRIBED THIS ACCUSATION AS COMPLETELY GROUNDLESS.

    ACCORDING TO WEST BERLIN FRONTIER OFFICIALS, STRONG REINFORCEMENTS OF RUSSIAN AND EAST GERMAN TROOPS AND POLICE WERE BEING MOVED INTO STRATEGIC POSITIONS ALONG THE WALL. THESE INCLUDED NINE ARMOURED PERSONNEL-CARRIERS, 11 TROOP-CARRYING LORRIES AND TWO HIGH-PRESSURE WATER THROWERS, USED FOR DISPERSING RIOTING CROWDS.

    NO TANKS WERE REPORTED TO HAVE BEEN SEEN NEAR THE BORDER BUT THE NUMBER OF OTHER MILITARY VEHICLES WAS SAID TO BE THE LARGEST SEEN ON THE EASTERN SIDE OF THE LINE SINCE SOVIET AND AMERICAN TANKS FACED EACH OTHER ACROSS THE BORDER LAST YEAR.

    EAST GERMANY ALSO SENT A PROTEST NOTE TO THE 3 WESTERN POWERS THAT DAY. THIS DESCRIBED THE AUGUST 11 ARRIVAL IN WEST BERLIN OF PRESIDENT LUEBKE AS "A GROSS MISUSE OF EAST GERMANY'S AIR SPACE". THE WEST GERMAN PRESIDENT WAS PAYING A TOKEN VISIT TO THE CITY ON THE OCCASION OF THE WALL ANNIVERSARY.

    WESTERN OFFICIALS FEAR THAT UGLY INCIDENTS COULD DEVELOP IF LARGE DEMONSTRATING CROWDS APPROACH THE WALL ON AUGUST 13. MOBILE UNITS OF RIOT POLICE WERE BEING CONFINED TO BARRACKS READY TO BREAK UP DEMONSTRATORS.

    FRESH HOPES FOR A SETTLEMENT OF THE BERLIN DISPUTE CAME LAST MONTH AT THE 17-NATION DISARMAMENT TALKS BEING HELD IN GENEVA. DURING A BREAK IN DISCUSSIONS, MR. GROMYKO, SOVIET FOREIGN MINISTER, AND MR. DEAN RUSK, AMERICAN SECRETARY OF STATE, MET FOR DISCUSSIONS ON THE BERLIN PROBLEM. BUT THEIR CONFERENCE, AND LATER TALKS ON THE SAME ISSUE, FAILED TO YIELD POSITIVE RESULTS AND SEEM TO HAVE REACHED DEADLOCK.
