    GENERAL ABRAMS, THE U.S. COMMANDER IN VIETNAM, WAS AMONG THOSE ATTENDING A CEREMONY IN SAIGON ON SUNDAY AT WHICH PRESIDENT NGUYEN VAN THIEU, OF SOUTH VIETNAM, HANDED RIFLES TO A GROUP OF HOME GUARDS TO SYMBOLISE THE NEW CIVIL DEFENCE ARMAMENT SCHEME.

    SPEAKING TO THE HOME GUARD UNITS, PRESIDENT THIEU SAID THAT THE VIET CONG WOULD BE UNABLE TO RECRUIT MUCH MORE THAN A COMPANY OF MEN IN SAIGON IF THEY LAUNCHED A NEW OFFENSIVE - AND THAT WOULD BE WIPED OUT.

    HE TOLD A CROWD OF 1,500 THAT THE VIET CONG HAD STATED SEVERAL TIMES THAT THEY WERE GOING TO ATTACK THE CAPITAL AGAIN, BUT IT WAS NOW VERY DIFFICULT BECAUSE THE GOVERNMENT FORCES COULD THROW THEM BACK.

    THE VIET CONG, HE SAID, COULD POSSIBLY GET A HUNDRED MEN INSIDE SAIGON, BUT BIGGER UNITS WOULD BE ELIMINATED OUTSIDE. BECAUSE THEY HAD FAILED TO LAUNCH A NEW ATTACK, THE PRESIDENT TOLD THE CROWD, THE VIET CONG HAD RESORTED TO TERRORISM AND ASSASSINATION.
