    Syrian President Hafez Al-Assad accused Egypt of conspiring to end the state of war with Israel in a stinging attack on Egyptian policy. The President was addressing several thousand people attending celebrations at Damascus University stadium to mark 13 years of Baathist rule in Syria on Monday (8 March).

    He told the rally that he believed the civil war in Lebanon was a consequence of the Sinai agreement between Egypt and Israel.

    "There have been great setbacks in the past year," he said, "but the biggest of all was the political agreement of Sinai."
    Mr. Assad said the accord represented complete submission to Israeli demands, and the thought a new link was being forged in a chain of conspiracies - a chain that was probably intended to formally end the state of war with Israel.

    This was no change in the step-by-step policy of U.S. Secretary of State, Henry Kissinger, but merely a change of clothing, the Syrian leader added.

    SYNOPSIS: The auditorium of Damascus University in Syria where Syrian President Hafez Al-Assad attended celebrations to mark the thirteenth anniversary of Baathist rule in Syria on Monday.

    The Syrian Baath Arab Socialist Party came to power after the revolution of the eighth of March 1963.

    Along with Prime Minister Ayoubi, Mr. Assad received a warm welcome from the young audience.

    The President delivered a long speech in which he strongly attacked Egypt and the Sinai agreement.

    He accused Egypt of conspiring to end the state of war with Israel and said Egyptian leaders had committed a breach of the resolution passed at the Rabat summit meeting of Arab countries.

    He said that there had been a lot of setbacks in the past year, but the biggest of all was Egypt's signing of the Sinai agreement with Israel. The agreement represented complete submission to Israeli demands, he said, and could lead to a formal end of the war with Israel.
