    Background: Rioting in Caracas, capital of the oil state of Venezuela: Disturbances broke out in the last week of November. Buildings and vehicles were damaged, strong military units tried to restore order. Between 6 and 12 people were reported killed, and many others injured.

    President Romulo Betancourt - who leads the Democratic Action Party - has ordered units of the National Guard to protect installations in the oilfields. He has blamed the Communist Party and Cuban sympathisers for the uprising.

    In the university area of Caracas, there have been clashes between Communist and Christian Democratic students. Following a suspension of constitutional guarantees, the Government ordered troops to occupy and close down the premises of a Communist daily paper which was accused of trying to incite further trouble.
