    THE LEADERS OF FOURTEEN FRENCH-SPEAKING AFRICAN STATES TODAY, (SATURDAY), BEGAN THEIR FOUR-DAY CONFERENCE AT DAKAR IN SENEGAL ON AFRICAN UNITY. THE CONFERENCE HAS BEEN ORGANISED BY THE AFRO-MALAGASY UNION (U.A.M.) AND IS BEING ATTENDED BY THE PRESIDENTS OF 7 OF THE FOURTEEN MEMBER NATIONS.

    THE CONFERENCE HAS A LARGE AGENDA, BUT THE KEY TOPICS ARE EXPECTED TO BE ADAPTATION OF THE UNION TO THE LARGER ORGANIZATION FOR AFRICAN UNITY, (O.A.U.), SUBVERSION IN AFRICAN STATES AND DISCUSSION OF A FORMULA FOR FINDING A SOLUTION TO THE BORDER DISPUTE BETWEEN NIGER AND DAHOMEY.

    ALTHOUGH IT'S NOT ON THE AGENDA, RELATIONS WITH THE PEOPLE'S REPUBLIC OF CHINA, FOLLOWING FRENCH ACTION IN RECOGNISING PEKING, ARE EXPECTED TO BE DISCUSSED PRIVATELY AMONGST THE LEADERS.

    PRESIDENT MAURICE YAMEOGO, OF UPPER VOLTA, WHO IS CURRENT PRESIDENT OF THE AFRO-MALAGASY UNION DELIVERED THE OPENING ADDRESS. IN HIS SPEECH HE CHARGED THAT FOREIGN INTERFERENCE WAS RESPONSIBLE FOR THE CURRENT INSTABILITY IN AFRICA.

    HE APPEALED TO ALL THE HEADS OF STATE PRESENT TO COUNTER SUBVERSION BY WORKING TO STRENGTHEN THE LINKS BETWEEN THE FRENCH SPEAKING STATES OF AFRICA AND ALL OTHER STATES IN THE CONTINENT. HE SAID: "THE DANGERS INHERENT COULD ONLY BE BARRED IN SO FAR AS WE SUCCEED IN CONSTITUTING A ZONE OF EFFECTIVE SOLIDARITY."
