    TWENTY THOUSAND MEMBERS OF EAST GERMANY YOUTH MOVEMENTS TOOK PART IN A PARADE LAST NIGHT (WEDNESDAY) BEFORE THE EAST GERMAN LEADER, HERR WALTER ULBRICHT, AND THE SOVIET COMMUNIST PARTY CHIEF, LEONID BREZHNEV. THE EVENT WAS ONE OF THE CEREMONIES BEING HELD TO MARK THE SEVENTH EAST GERMAN COMMUNIST PARTY CONGRESS CURRENTLY BEING HELD IN EAST BERLIN.

    IN A SPEECH TO THE CONGRESS, MR BREZHNEV LAUNCHED A FIERCE ATTACK ON WEST GERMAN POLICIES, AND SAID THAT ALTHOUGH THE BONN GOVERNMENT HAD EXTENDED THE HAND OF FRIENDSHIP TO EASTERN EUROPE, THAT HAND CONCEALED A ROCK. HE ATTACKED WEST GERMANY FOR "MILITARISM AND NEO-NAZISM", AND PLEDGED ALL-OUT SOVIET BACKING FOR EAST GERMANY: "IF NECESSARY," HE SAID, "WE WILL PROTECT (YOUR) INTEREST WITH ALL OUR DETERMINATION AND ALL OUR POWERS."
    HERR ULBRIGHT, IN HIS SPEECH OPENING THE CONGRESS, PROPOSED TALKS BETWEEN EAST AND WEST GERMANY TO PAVE THE WAY TO ALL-GERMAN AGREEMENT, AND THE FACT THAT FOUR OUT OF SIX EASTERN COMMUNIST PARTY FIRST SECRETARIES WERE NOT ATTENDING THE CONGRESS DID NOT DETER HERR ULBRICHT FROM PURSUING THE THEME OF EXPANDING CO-OPERATION BETWEEN EAST BERLIN AND OTHER SOCIALIST STATES.
