    Xuan Thuy, the North Vietnamese representative in Paris through four years of secret and formal talks which led to the cease-fire agreement with the United States, left for home on Sunday (April 8).

    But just before he left for Le Bourget Airport, Mr. Thuy gave a farewell docktail party and accused the United States of trying to stall on applying the provisions of the cease-fire agreement and stalling on economic aid for North Vietnam.

    Mr. Thuy claimed the Americans had so far removed only three mines from the blockaded harbours of North Vietnam and that they were sending reconnaissance flights over the country.

    He said Hanoi wanted economic aid from the United States on the level of the destruction caused by U.S. forces.

    At the airport, M. Jacques Duclos, former secretary of the French Communist Party was there to say goodbye to Mr. Thury.
