    POLITICAL AND MILITARY LEADERS - INCLUDING 16 HEADS OF STATE - HAVE BEEN ARRIVING IN ADDIS ABABA FOR A 5-DAY ORGANISATION OF AFRICAN UNITY (OAU) SUMMIT WHICH STARTED LAST SATURDAY (SEPTEMBER 6). AMONG THOSE WHO WERE GREETED BY EMPEROR HAILE SELASSIE AS THEY ARRIVED ON THE DAY OF THE OPENING WERE BOTSWANA'S PRESIDENT SIR SERETSE KHAMA, MAURITANIA'S PRESIDENT MOKTAR OULD DADDAH, ALGERIA'S PRESIDENT HOUARI BOUMEDIENNE, GUINEA'S PRESIDENT OF THE NATIONAL ASSEMBLY LEON MAKA, UGANDA'S PRESIDENT MILTON OBOTE AND FEDERAL NIGERIAN LEADER GENERAL YAKUBU GOWON.

    THIS IS THE SIXTH ANNUAL SUMMIT OF THE OAU AND, ALTHOUGH MANY TOPICS OF AFRICAN INTERESTS ARE DISCUSSED BY THE DELEGATES, THE SUBJECT THAT OVERSHADOWS THE 12-POINT AGENDA OF THIS YEAR'S MEETING IS THE NIGERIAN CIVIL WAR. THE SECOND MAJOR ISSUE, INTRODUCED BY THE UNITED ARAB REPUBLIC, IS THE OCCUPATION OF ARAB TERRITORIES BY ZIONIST FORCES.

    OF THE 41 COUNTRIES REPRESENTED AT THE SUMMIT, ONLY FOUR - TANZANIA, GABON, IVORY COAST AND ZAMBIA - RECOGNISE THE BIAFRAN REGIME.

    THE SUMMIT OPENS ONLY HOURS AFTER THE OAU'S MINISTERIAL COUNCIL ENDED A TEN-DAY MEETING WITH AN 11-HOUR NON-STOP FINAL SESSION. MANY OF THE MINISTERS WERE GOING DIRECTLY FROM THEIR MEETINGS TO REPRESENT THEIR COUNTRIES AT THE SUMMIT, AND CERTAIN MAJOR ISSUES -SUCH AS THE QUESTION OF THE MANDATE AND STRUCTURE OF THE OAU LIBERATION COMMITTEE - WERE HELD OVER TO FINAL DISCUSSION AT THE SUMMIT ITSELF.

    PRESIDENT OBOTE OF UGANDA AND NIGERIA'S GENERAL GOWON ARRIVED ON THE SAME AIRCRAFT, ONE HOUR AFTER THE SUMMIT WAS DUE TO START - AND THE OPENING WAS POSTPONED FOR TWO HOURS TO AWAIT THEM. LATER, AT THE OPENING SESSION, GENERAL GOWON'S SPEECH WAS WELL RECEIVED BY THE DELEGATES.
