THE TORIES AND THE SOCIALIST HAVE HAD TOO LONG ALREADY TO DEMONSTRATE THAT THEY SIMPLY CANNOT DO THIS. THEY CAN'T FACE AND TACKLE THIS PROBLEM. THE NATION NEEDS NEW LEADERSHIPS, NEW IDEAS AND NEW MEN, AND ONLY THE LIBERAL PARTY CAN PROVIDE ALL THREE." (APPLAUSE).

    Background: THE BRITISH LIBERAL PARTY'S BIGGEST CONFERENCE SINCE WORLD WAR II OPENED TODAY (WEDNESDAY).THE CONFERENCE IS BEING WATCHED CLOSELY BY THE CONSERVATIVE GOVERNMENT, WHOSE CHANCES AT THE NEXT GENERAL ELECTION COULD BE SPOILT BY THE MIDDLE-OF-THE-ROAD PARTY.

    THE LIBERALS, RULING PARTY IN BRITAIN EARLIER THIS CENTURY, AT PRESENT HAVE ONLY SEVEN SEATS IN THE 650-MEMBER HOUSE OF COMMONS.BUT THEY SAY THEY WILL HAVE 420 CANDIDATES FOR THE FORTHCOMING ELECTION, AS AGAINST 194 IN 1959.THE GENERAL ELECTION MUST BE HELD BY AUTUMN OF NEXT AT THE LATEST.

    THE LIBERALS MADE NO REAL HEADWAY IN 1959, BUT THEY HAVE BEEN GREATLY ENCOURAGED SINCE THEN BY THE CAPTURE OF ONE CONSERVATIVE STRONGHOLD, NEAR-DEMOLITION OF A BIG GOVERNMENT MAJORITY IN ANOTHER, AND HIGH POLLS IN OTHER EX-ELECTIONS.

    CHIEF APPARENT DANGER FOR THE TORIES IS THAT LIBERAL CANDIDATES ARE BEING CONCENTRATED ON THEIR MOST VULNERABLE MAJORITIES.IN ADDITION, LIBERALS WILL, ON THE PRESENT LINE-UP, CHALLENGE THREE GOVERNMENT SEATS FOR EVERY ONE HELD BY LABOUR, THE MAIN OPPOSITION.

    OVER 1,500 DELEGATES ARE ATTENDING THE LIBERAL CONFERENCE, BEING HELD AT BRIGHTON, A COASTAL RESORT.FILMED AT TODAY'S OPENING SESSION: LIBERAL PARTY LEADER, MR.JO GRIMOND, PARTY EXECUTIVES MR.FRANK BYERS AND LORD OGMORE, M.P.JEREMY THORPE, AND MR.MARK BONHAM CARTER.

    CALLED THE LIBERAL PARTY'S STRONG MAN ORGANIZER MR.BRYERS ATTACKED CONSERVATIVES AND LABOUR AND GOVERNMENT "WASTE AND FOLLY".

    THE CONFERENCE WITH A POST-WAR RECORD OF DELEGATES, APPROVED SWEEPING PROPOSALS FOR REFORM OF PARLIAMENT, TAXES AND THE ELECTORAL SYSTEM.IT'S ALSO AGREED THAT A LIBERAL GOVERNMENT WOULD ESTABLISH A MINISTRY OF EXPANSION TO STIMULATE ECONOMY AND EXECUTE A FIVE-YEAR PLAN.
