SYNOPSIS: The Prime Minister of Lebanon, Mr. Takieddin al-Solh, gave an interview on Friday to answer the Israeli Prime Minister's allegations that the guerrillas who staged the attack on Kiryat Shmoneh had crossed from Lebanon.
Mr. Solh said the guerrillas had operated from inside Israel. He said Lebanon's answer to the Israeli Prime Minister's statement was that it was accustomed to this kind of allegation, which he said Israel made each time the Prime Minister or the government was in difficulty.
Mr. Solh said the Palestinian organisation had accepted their responsibility and the palestinian guerrilla leader, Yasser Arafat had given assurances that all the guerrilla organisations would not attack Israel from Lebanese territory.
All the guerilla activities start from inside what he called " occupied territory". The organisations were strong enough to organise their operations from there, and this operation was a sample of the capabilities of the Palestinians, Mr. Solh said.
Mr. Solh dismissed Israel's claims as arguments they had used before to hide behind -- pretexts which could not be proved.
When Mr. Solh learned of Israel's charges that Lebanon was responsible for the Kiryat Shmoneh attack where eighteen people were killed, he called in the envoys of the five permanent members of the United Nations Security Council. Later he told reporters he had informed the envoys of Lebanon's attitude to Mrs. Meir's statement.
