    THE ARAB LEAGUE DEFENCE COUNCIL MEETING IN CAIRO THIS WEEK, HELD A CLOSED SESSION ON SATURDAY TO DISCUSS THE RECENT ISRAEL INCIDENTS ON THE BORDER WITH JORDAN.

    THE ARAB LEAGUE DEFENCE COUNCIL IS MEETING WHILE THE ARAB HEADS OF GOVERNMENT HOLD THEIR SECOND CONFERENCE IN CAIRO THIS YEAR. THE MEETINGS HAVE BOTH BEEN BOYCOTTED BY TUNISIA, WHOSE PRESIDENT HABIB BOURGUIBA RECENTLY SHOCKED THE ARAB WORLD BY SUGGESTING A NEGOTIATED SETTLEMENT WITH ISRAEL.

    NO COMMUNIQUE WAS ISSUED AFTER THE SECRET MEETING. HOWEVER, THE AGENDA FOR THE COUNCIL'S OTHER SESSIONS HAVE INCLUDED PLANS FOR DIVERTING THE HEADWATERS OF THE RIVER JORDAN AWAY FROM AN ISRAEL IRRIGATION PROJECT WHICH IS TO USE THE JORDAN WATERS RUNNING THROUGH ITS TERRITORY TO IRRIGATE THE NEGEV DESERT. THE COUNCIL ALSO DISCUSSED PROPOSALS BY THE CHIEF OF THE ARAB UNIFIED COMMAND, GENERAL ALY AMER, OF THE UNITED ARAB REPUBLIC, FOR STRENGTHENING AIR DEFENCES. HE URGED THAT AIR DEFENCES, ESPECIALLY IN AREAS BORDERING ISRAEL, SHOULD BE IMPROVED.
