    Israel's Defence Minister, Moshe Dayan, told a news conference in Tel Aviv on Saturday that he felt the downing of the Libyan airliner over the Sinal Desert was the outcome of three elements of error.

    General Dayan told the crowded conference he felt the first error was the Libyan aircraft's, the second was the Cairo control tower's, and the third was the interpretation of Israeli people of the events happening at the time.

    He also said he urged the establishment of an emergency 'red line' to deal with security purposes and thus avoid incidents which ended so tragically.

    At the news conference, the tape from the all-important so-called 'Black Box' flight recorder was played in public for the first time. It showed that the crew thought almost to the last minute that the intercepting Phantom jets were Egyptian MIG's, and had apparently failed to understand what Israel had said were international signals to land to the airliner from its fighters.
