    Israeli officials have declined immediate comment on the United Nations resolution to send 4,000 men into south Lebanon to replace Israeli forces which invaded the area early last week. The U.N. move came a few hours after Israeli prime Minister Menachem Begin left Tel Aviv for Washington, where he will discuss the fighting in Lebanon with President Carter. He spoke to reporters before leaving and was cool about the idea of United Nations forces separating the Israelis from their Palestinian adversaries. He also spoke about the objectives of his trip to the United States.

    At a second news conference in Tel Aviv before the United Nations' vote, Israel's Chief-of-staff, Lieutenant-General Mordechai Gur spoke of his troops' activities.
