Background: IT IS REPORTED THAT THOUSANDS OF MEN, WOMEN AND STUDENTS ARE BEING PRESSED INTO LABOUR GANGS IN CUBA AS THE GOVERNMENT STRIVES TO RECOVER FROM THE DAMAGE DONE BY HURRICANE FLORA. CUBAN ORGANISATIONS -- SUCH AS THE WORKERS' CONFEDERATION AND THE WOMEN'S CONFEDERATION -- HAVE URGED THEIR MEMBERS TO JOIN THE CLEAN-UP CAMPAIGN.

BY THE TIME FLORIDA FINISHED HER TEN-DAY RAMPAGE THROUGH THE CARIBBEAN, SHE WENT DOWN IN HISTORY AS ONE OF THE MOST DEVASTATING STORMS EVER TO STRIKE THE WESTERN HEMISPHERE. AFTER BATTERING TOBAGO AND HAITI, FLORA WHISTLED OFF TO CUBA, HER WINDS ACCELERATING UP TO 125 MILES (200 KILOMETERS) AN HOUR.

FOR FIVE DAYS, THE STORM LOOPED BACK AND FORTH OVER THE HELPLESS ISLAND. IN SOME AREAS, MORE THAN 20 INCHES OF RAINFALL WERE RECORDED IN SIX DAYS. FLOODING WAS WIDESPREAD IN THE PROVINCES OF ORIENTE, LAS VILLAS AND CAMAGUEY, THE ISLAND'S RICHEST AGRICULTURAL AREAS.

DR. FIDEL CASTRO, THE CUBAN PREMIER, TOURED THE DEVASTATED REGIONS HIMSELF. AND, ACCORDING TO REPORTS, NEARLY LOST HIS LIFE WHEN HIS AMPHIBIOUS TRUCK CAPSIZED WHILE FORDING A SWOLLEN RIVER. HE DESCRIBED THE SITUATION AS "INCREDIBLE, TERRIBLE." THE LOSS OF LIFE WOULD BE "TREMENDOUS." SO FAR, NO EXACT TOLL HAS BEEN OFFICIALLY NAMED.

THOUSANDS OF FARM ANIMALS WERE DROWNED AND CROPS RUINED. FOOD, RATIONED IN THE PAST, HAS NOW BECOME ACUTELY SCARCE.
