    France and Vietnam have been discussing a new financial agreement to help in the reconstruction of Vietnam.

    SYNOPSIS: Talks were held on Wednesday at the Foreign Minister Louis de Guiringaud met Nguyen Co Thach, the Vietnamese minister who was at the beginning of a tour of European Common Market countries. M. Guiringaud said after the talks that France would assist Vietnam in its national reconstruction and economic development. But he added that there were still outstanding problems to be settled between the two countries.

    Mr. Thach, the first member of a Hanoi government to be invited by the French government to France since 1945, declined to reveal the size of the new agreement. He said from 1973 to 1975 France had already given one billion france (200 million dollars) in credits and grants. The outstanding problems between the two countries concern compensation for nationalisation of French companies in South Vietnam and property belonging to French citizens of Eurasian origin. Mr. Thach spoke to reporters about his reactions to the new American president, Mr. Jimmy Carter.
