    THE EXPANSION OF INDUSTRY AND THE INCREASED NUMBER OF WASHING MACHINES IS SAID TO BE THE REASON FOR THE WATER SHORTAGE. PIPELINES ARE BEING BUILT UP TO MOUNTAIN SNOW BELTS -- BUT PROGRESS IS SLOW.

    CAR WASHING, THE USE OF FOUNTAINS AND GARDEN-HOSES ARE RESTRICTED AND IT IS PLANNED TO CONTROL WATER SUPPLIES UNTIL THERE ARE AT LEAST 60 MILLION CUBIC LITRES IN RESERVE. SOME TIME MAY PASS BEFORE THIS TARGET IS REACHED, SINCE IN DECEMBER LESS THAN 4 MILLION CUBIC LITRES WERE COLLECTED. WITH SOME ANXIETY, SPANIARDS ARE HOPING THAT THE USUALLY WET MONTH OF MARCH WILL COME UP TO EXPECTATIONS.

    FOR SPANIARDS THERE IS SOME COMPENSATION IN THE FACT THAT IF THERE'S LITTLE WATER TO DRINK, THERE'S PLENTY OF EXCELLENT WINE -- THE FINEST VINTAGE SINCE 1944.
