    THE DESTRUCTIVE EFFECTS OF HURRICANE BETSY ARE STILL FELT IN NEW ORLEANS WHERE SOME AREAS ARE STILL UNDER WATER IN A PROLONGED FLOOD. THE GOVERNOR OF LOUISIANA, JOHN MCKEITHEN, SAYS THAT STORM DAMAGE THROUGHOUT THE STATE WILL TOTAL A THOUSAND MILLION DOLLARS. THE STATE HAS BEEN DECLARED A DISASTER AREA. THE AIR FORCE HAS BEEN FLYING IN RELIEF FOOD, CLOTHING AND MEDICAL SUPPLIES.

    THE FLOODED AREA IN THIS FILM LIES BETWEEN TWO LONG DIKES THAT WERE BUILT TO HOLD BACK HIGH RIVER WATER, BUT NOW THE DIKES ARE HOLDING THE WATER BETWEEN THEM AND KEEPING THE AREA FLOODED. THE OFFICIAL DEATH TOLL NOW STANDS AT 73 AND 18 EXPECTED TO RISE AS MORE BODIES ARE DISCOVERED WHEN THE FLOOD WATER RECEDES.
