    The self-proclaimed President of Cabinda, Mr. Luis ranque Franque, introduced the 17 men who will govern the newly-proclaimed territory at a news conference in Kinshasa, Zaire, on Wednesday (13 August).

    Mr. Franque made a unilateral declaration of independence for the tiny, oil-rich enclave of Cabinda at the recent Organisation for African Unity Conference in Kampla. Before that, it was considered part of Angola; Mr. Franque himself was once part of the Angolan government-in-exile.

    Prime Minister of Cabinda is to be Mr. Francisco Xavier Lubota.

    Mr. Franque addressed the news conference, outlining the events which led up to the declaration of independence.

    SYNOPSIS: In Kinshasa on Wednesday, the self-proclaimed President of newly-independent Cabinda, Mr. Luis Ranque Franque, attended a news conference to introduce the men who will form the Cabindan government. Outside the Cabindan Liberation Movement's headquarters, the new territory's flag was ceremonially raised.

    Mr. Franque announced the Prime Minister as Mr. Francisco Xavier Lubota, and then addressed the conference.

    He said that in the declaration he made to the press, on the occasion of the proclamation of independence of Cabinda, he took the opportunity to emphasise the obvious irresponsibility of the Portuguese Government. He also emphasised the efforts by the movement to draw the attention of international opinion, and especially African opinion, to the grave danger the Cabinda problem represented for the African continent and especially central Africa. For those reasons and in order to safeguard the interests of the Cabindan people, he was forced, acting as a president, to take the historical decision his audience knew about.

    Following his speech, the new Prime Minister, Mr. Lubota, was introduced to newsmen, along with the other sixteen members who will form his Government.
