    TRANSCRIPT: SEQ. 1: HUSSEIN: "Mr. President, the purpose in describing our serious reservation on South Africa's reply to the Resolution 366 is not to oppose through rancour or prejudice. Our very main concern is for justice and through it for the people of Namibia. We fear that the desire to end a long-drown-out and seemingly intractable problem might lead to the belief that what is only a change in form is really a change in substance. We feel it's our duty to emphasise three incontrovertible facts. One is that South Africa has to reaffirm unequivocally its position of non-compliance with the United Nations resolutions on Namibia and with the findings of the International Court. The second fact is that it remains clear that the United Nations' goal of enabling the people of Namibia to exercise their inalienable rights freely and peacefully will only be achieved by the withdrawal of South Africa from the territory. Thirdly, the adoption of Resolution 366 was conceded by the international community as the culmination of the world efforts of the world body in finding an equitable solution on the question of Namibia. Both the interests of the people of the territory and the authority and the credibility of the United Nations will be usurped if yet another ultimatum to South Africa proves to be a scant and as futile as others have been in the past. We maintain that the Security Council has arrived at this moment of truth, with regards to the question of Namibia and that is -- it must now consider what further effective measures it should take in accordance with the 11th chapter of the Charter ... to deliver of the people of that territory from the tyranny and oppression of South Africa's illegal operation. Thank you, Mr. President."



    The United Nations began its debate on Namibia -- or South West Africa-- on Friday. Among those to address the Security Council was the President of the Organisation of African Unity, Mr. Abdirizak Haji Hussein. Mr. Hussein urged the Security Council to consider further effective measures to force South Africa to give up the mineral-rich territory.

    Background: The President of the Organisation of African Unity. Mr. Abdirizak Haji Hussein, has urged the United Nations Security Council to consider "further effective measures to deliver the people of Namibia (South West Africa) from South African rule."
    Mr. Hussein was speaking at the United Nations on Friday (30 May) during a debate on the situation in the mineral-rich territory, which South Africa has refused to relinquish to U.N. control in defiance of a unanimous resolution adopted last December.

    Mr. Hussein, who is Somalia's permanent U.N. representative, said such actions were necessary in the interest of the authority and credibility of the U.N.

    He added that its authority would be "usurped" if yet another ultimatum to South Africa proved to be as futile as others had been in the past.

    The Security Council, he said, has arrived at the moment of truth.
