    Background: IN CANBERRA ON THURSDAY (JAN 20), MEMBERS OF THE GOVERNMENT GATHERED FOR THEIR MEETING AT PARLIAMENT HOUSE. THIS WAS THE MEETING AT WHICH SIR ROBERT MENZIES, WHO IS 71, FINALLY GAVE THE WORLD HE WAS RETIRING AS PRIME MINISTER OF AUSTRALIA.

    A GROUP OF UNIVERSITY STUDENTS, EQUIPPED WITH FLAGS AND SIGNS, WERE THERE TWO WELCOME SIR ROBERT. OVER THE YEARS OF MOSTLY GOOD NATURED DEBATE, AN ALMOST FRIENDLY RELATIONS HAS DEVELOPED BETWEEN STUDENTS AND SIR ROBERT. THEY CARRIED SIGNS OF REGRET.

    THEY GAVE A SPECIAL WELCOME TO THE MAN WHO IS TAKING OVER AS LEADER OF THE LIBERAL PARTY -- MR. HAROLD HOLT. ALTHOUGH IT'S DOUBTFUL THAT HE'LL SUBSCRIBE TO THEIR SLOGAN, MR. HOLT ACCEPTED THE BADGE THE STUDENTS GAVE HIM.

    SIR ROBERT'S ARRIVAL WAS LOUDLY CHEERED BY THE LARGE CROWD THAT HAD GATHERED OUTSIDE PARLIAMENT HOUSE. SIR ROBERT WAS SMILING AND SEEMED TO BE JOVIAL WITH HIS OFFICIAL RETIREMENT FROM AUSTRALIA'S POLITICAL SCENE.

    SIR ROBERT FIRST ENTERED PARLIAMENT IN 1928 AS A MEMBER OF THE VICTORIAN LEGISLATIVE ASSEMBLY. HIS ACTIVE POLITICAL CAREER CLOSES AS NATIONAL LEADER -- A POSITION HE HAS HELD FOR A RECORD SIXTEEN YEARS.

    THE FORMALITIES ARE OVER: RETIREMENT, OFFICIAL AT LAST, AND SIR ROBERT POSES FOR CAMERAMEN WITH HIS POLITICAL SUCCESSOR. IN A TRIBUTE TO SIR ROBERT, MR. HOLT TOLD NEWSMEN THAT THE RETIREMENT MEANT, IN A SENSE, THE END OF AN ERA. BUT IT DID NOT MEAN THE END OF SIR ROBERT'S POLITICAL LIFE.
