BUT "A CONDITION" (IN THE WORDS OF THE COMMUNIQUE THAT FOLLOWED THE COMMONWEALTH PRIME MINISTERS' CONFERENCE IN JULY) "WOULD BE THE EXISTENCE OF SUFFICIENTLY REPRESENTATIVE INSTITUTIONS".

    THIS FEATURE CONSIDERS SOME OF THE PROBLEMS UNDERLYING THAT PHRASE.

    THE POSITION OF THE AFRICAN NATIONALIST POLITICAL GROUPS WAS MORE FULLY CONSIDERED IN THE BACKGROUND FEATURE "JOSHUA NKOMO" (PRODUCTION NUMBER 4931/64 ISSUED ON 22ND MAY, 1964.
