    THE ONE-HUNDRED-AND-TWENTY NATION WORLD TRADE CONFERENCE WHICH HAS BEEN MEETING IN GENEVA HAS AGREED ON PLANS FOR A PERMANENT UNITED NATIONS BODY TO CONTINUE ITS WORK. THE BODY, TO BE KNOWN AS THE TRADE AND DEVELOPMENT BOARD WILL CONSIST OF FIFTY-FIVE MEMBERS - TWELVE AFRICAN STATES, TEN ASIAN, NINE LATIN AMERICAN, SIX EASTERN EUROPEAN AND EIGHTEEN FROM WESTERN EUROPE, THE UNITED STATES, THE COMMONWEALTH AND JAPAN.

    THE WORLD TRADE CONFERENCE HAS BEEN MEETING IN THE PALAIS DES NATIONS IN GENEVA UNDER THE PRESIDENCY OF DR. ADDEL MONEIM EL-KAISSOUNI.

    AGREEMENT WAS REACHED AS THE THREE-MONTH OLD CONFERENCE DREW TO ITS CLOSE. AT ONE POINT IN THE DISCUSSIONS A LAST MINUTE COMPROMISE HAD TO BE WORKED OUT TO SATISFY THE WISHES OF BOTH THE DEVELOPED AND DEVELOPING NATIONS.

    THE WORLD TRADE CONFERENCE WILL, UNDER THE AGREEMENT, BECOME A PERMANENT ORGAN OF THE UNITED NATIONS GENERAL ASSEMBLY MEETING AT INTERVALS OF NOT LESS THAN THREE YEARS WITH A PERMANENT EXECUTIVE COMMITTEE, THE TRADE AND DEVELOPMENT BOARD, MEETING TWICE EVERY YEAR, THE PROPOSALS MAKE IT CLEAR THAT DECISIONS IN THE ORGANISATON SHALL BE WORKED OUT ON THE BASIS OF "ONE NATION - ONE VOTE" AND THAT EXECUTIVE BOARD DECISIONS WILL BE CARRIED BY A SIMPLE MAJORITY - NOT BY A TWO-THIRDS MAJORITY WHICH DEVELOPING COUNTRIES FEAR WOULD STRIP THEM OF THEIR POWER.

    ALL DECISIONS MADE BY THE BOARD WOULD BE SUBJECT TO FINAL APPROVAL BY THE UNITED NATIONS GENERAL ASSEMBLY.

    THE AGREEMENT HOISTS THE TRADE CONFERENCE OVER ITS LAST OBSTACLE.. THE QUESTION OF PRINCIPLES GOVERNING INTERNATIONAL TRADE RELATIONS, WISH WILL BE ONE OF THE FIRST TASKS FACED BY THE NEW BODY.
