    BRIGADIER J.N.L. NDOLO, COMMANDER OF THE KENYA ARMY, IS TO BE THE FIRST AFRICAN TO HEAD KENYA'S ARMED FORCES AS CHIEF OF STAFF.

    THIS WEEK PRESIDENT JOMO KENYATTA PROMOTED THE FIFTY-YEAR OLD BRIGADIER TO THE RANK OF MAJOR-GENERAL AND APPOINTED HIM CHIEF OF THE DEFENCE STAFF. HE TAKES OVER FROM MAJOR-GENERAL PENFOLD, WHO LEAVES KENYA AT THE END OF THE MONTH.

    NDOLO, ALSO THE FIRST NATIVE KENYAN TO REACH MAJOR-GENERAL RANK, JOINED THE ARMY IN 1940, AND WAS MADE COMMANDER OF THE KENYAN ARMY IN DECEMBER 1966.

    THE PROMOTION WAS ANNOUNCED AT A STATE HOUSE FUNCTION. TO FILL MAJOR-GENERAL NDOLA'S VACANT POST, HIS DEPUTY, COL. J.K. MULINGE BECOMES COMMANDER OF THE ARMY, WITH THE RANK OF BRIGADIER, THREE OTHER OFFICERS ALSO GAINED PROMOTION.

    ALL FIVE OFFICERS ASSUMED THE RESPONSIBILITIES OF THEIR NEW RANKS IMMEDIATELY, THOUGH THEIR PROMOTIONS DO NOT TAKE OFFICIAL EFFECT UNTIL JUNE 1.

    PRESIDENT KENYATTA TOLD THEM 'I WANT YOU TO BE PROUD OF YOUR PROMOTIONS AND TO HEAR THAT YOU HAVE TAKEN ON YOUR NEW RESPONSIBILITIES EFFECTIVELY AND EFFICIENTLY.' HE DIDN'T WANT IT SAID THAT THE ARMY HAD BEEN AFRICANISED SO QUICKLY IT HAD RESULTED IN A LOWERING OF STANDARDS AND A LACK OF A SENSE OF RESPONSIBILITY.

    THE DAY AFTER HIS APPOINTMENT, MAJOR-GENERAL NDOLA WENT TO SEE HIS NEW OFFICES AT HARAMBEE HOUSE, AND TALK WITH THE OUTGOING CHIEF OF STAFF, GENERAL PENFOLD.
