    Background: Sean MacBride, Deputy Secretary-General of the United Nations and UN Commissioner for Namibia (South-West Africa), arrived recently in Senegal's capital, Dakar, for talks with Senegalese leaders on preparing for an international conference on the protection of human rights in South-West Africa.

    The conference is to take place next January in Dakar and has been designed to attract world opinion on alleged violations of human rights in the South African-ruled region.

    Mr. MacBride -- a 1974 Nobel Peace Prize winner -- met Senegal's President Leopold Sedar Senghor immediately on arriving in Dakar. During his three days in the Senegalese capital he also talked with a number of other senior government members and African leaders.

    This is Mr. MacBride's second visit to the country. He had called in on Dakar in September 1974 -- also to discuss the South-West Africa situation.
