Mr. Dag Hammarskjoeld arrived in the Lebanon on Thursday, June 19th., to confer with UN observation groups sent to investigate the situation his initial talks with the UN officers.
While no indication was given of the course of the Chamoun-Hammarskjoeld conversations, there is a strong impression that the Secretary General will favour complete United Nations handling of the situations without British or American aid.
It is also though that he will favour a large increase in the number of observers and will ask the Security Council for a frontier control force.
At about the time of Mr. Hammarksjoeld's arrival in Beirut, little fighting was in progress in the country. It is the in ability of the Government forces to mop up the pockets of resistance, rather than the actual outbreaks, that is reducing morale in the Lebanon. On Wednesday evening two gendarmes and five civilians, including on woman, were killed in skirmishing near the women's prison and in the Maslaq quarter of Beirut.
The rebel leader, Saab Salem, issued a statement on Thursday, from his besieged Basta quarter of the capital, welcoming Mr. Hammarskjoeld because of his wisdom and reiterating his supporters' determination to free the Lebanon from foreign alliances and commitments.
