    In his formal speech at the opening of the Buganda Lukiko, Dec 15, the Kabaka called for fresh talks between the British and Buganda Governments on the question of Buganda's independence. The September talks in London between the two Governments ended without agreement being reached.

    Britain wants Buganda to remain a part of Uganda and move towards independence under the British programme for Uganda as a whole. Colonial Secretary Iain Macleod has made it clear that he will not consider a "go it alone" scheme.

    After the opening ceremony the Lukiko decided by a large majority to reopen negotiations with the Colonial Office. They listened to the Queen's reply to their memorandum on independence which advised the Lukiko to open fresh talks with the British Government. The Lukiko's response to this will now go forward to the Governor Sir Frederick Crawford.
