    HE SPOKE IN PARTICULAR OF THE UNITED NATIONS, THE NORTH ATLANTIC TREATY ORGANIZATION, AND HIS ATTITUDE TOWARDS THE MOSCOW NUCLEAR TEST BAN TREATY, WHICH FRANCE HAS REFRAINED FORM SIGNING.ON THESE IMPORTANT ISSUES, HE SPOKE AS FOLLOWS.
