    A South Vietnamese war veteran hacked off his left thumb with a knife in Saigon on Tuesday in front of the war veterans Ministry, which is opposite the home of the Deputy U.S. Ambassador to Saigon. He was leading a bizarre campaign for better disability pensions.

    The six veterans who started the campaign and threatened mass suicide unless their demands were met, dispersed just before nightfall with verbal assurances from Ministry officials that their pleas would be heeded.

    The group then had increased to about 30, including wives and their leader Mr. Nguyen Thai Ngoc, who had gone without medical treatment for seven hours after slicing off his thumb.

    The veterans are members of the Civilian Irregular Defence Group, an elite Unit of mercenaries recruited, trained and paid by U.S. special forces to operate in areas not reached by the regular army.

    The irregulars do not receive Government disability benefits, but are paid a lump sum by the United States in accordance with their length of service and degree of disability.

    SYNOPSIS: In a campaign for better disability pensions in Saigon on Tuesday in front of the war veteran's Ministry, six veterans threatened suicide unless they received improved disability benefits. They dispersed just before nightfall with verbal assurances from Ministry officials that their pleas would be heeded.

    The group by then had increased to about 30, including their leader Mr. Nguyen Tai Ngoo, who made the most dramatic sacrifice for their cause imaginable.

    In a gruesome incident, Mr. Ngoo chopped off his thumb, placed it on a plate for all to see and continued demonstrating - he even carried his severed thumb on the plate into the Ministry building. He went without medical treatment for seven hours after making his bizarre protest.

    The veterans promised to return in one week to receive written acknowledgement of their demands, and said they would then kill themselves if they did not get it. They are members of an elite unit of mercenaries, the Civilian Irregular Defence Group, who were trained and paid by U.S. special forces to operate in area not reached by the regular army. They are demanding the same disability benefits as regular South Vietnamese soldiers receive The irregulars do not receive Government disability benefits, but are paid a lump sum by the United States in accordance with their length of service and degree of disability.
