    JOHNSON ALSO SAID AT A SWEARING CEREMONY FOR HIS NEW CHIEF ECONOMIC ADVISER THAT "EDUCATIONAL OPPORTUNITIES MUST OF INCREASE " FOR MANY AMERICANS.

    HE MADE THE REMARKS AS GARDNER ACKLEY, A FORMER UNIVERSITY OF MICHIGAN PROFESSOR, TOOK OVER THE JOB OF CHAIRMAN OF THE COUNCIL OF ECONOMIC ADVISERS FROM WALTER HELLER AND ARTHUR M. OKUN, THE COUNCIL STAFF DIRECTOR, WAS SWORN IN AS A MEMBER OF THE COUNCIL.

    THE PRESIDENT EXPRESSED BELIEF THE AMERICAN PEOPLE HAVE COME TO REALIZE THE IMPORTANCE OF GOVERNMENT ACTIONS TO KEEP THE ECONOMY BOOMING.

    HE CITED THE 1964 TAX CUT AS AN EXAMPLE, THEN COMMENTED:
    "OUR GAINS HAVE BEEN MANY OR WE'RE STILL NOT SATISFIED.

    "UNDEVELOPMENT IS STILL FAT TOO HIGH.. AND EDUCATIONAL OPPORTUNITIES MUST BE INCREASED.

    WE CAN DO THESE THINGS ONLY IF AMERICA CONTINUES TO BE PROSPEROUS."
    FOLLOWING HIS RETURN FROM HIS TEXAS RANCH LAST NIGHT, JOHNSON PLUNGED INTO A ROUND OF MEETING WITH HIS KEY ADVISERS. A CONFERENCE WITH DEFENCE SECRETARY ROBERT S. MCNAMAREA MADE HIM 25 MINUTES LATE FOR THE ACKLEY-OKUM SWEARING IN.

    JOHNSON SAID MCNAMARA AND OTHER AIDED WANTED TO DISCUSS "SOME PROBLEMS THAT NEEDED ATTENTION." THE WHITE HOUSE DECLINED TO PINPOINT THE TOPIC OF THE CONFERENCES FURTHER.

    IN ADDITION, JOHNSON HAD WAITING FOR HIM A SERIES OF REPORTS FROM 15 TASK FORCES WHICH WERE DIRECTED TO PREPARE POSITION PAPERS ON THE "GREAT SOCIETY" PROGRAMS HE WILL TRY TO PUSH IN THE NEXT FOUR YEARS.

    THEY HAVE BEEN AT WORK ON SUCH TOPICS AS EDUCATION, PRESERVATION OF THE NATION'S BEAUTY, HEALTH, AGRICULTURE, TRANSPORTATION ADN OTHER KEY PROBLEMS.

    IN ADDITION, JOHNSON ARRANGED TO LOOK AT FURTHER DETAILS OF THE BUDGE HE WILL SUBMIT TO THE 89TH CONGRESS WHEN IT CONVENES IN JANUARY.
