    THE SHAH OF IRAN PROMISED REFORMS TO CUT DOWN RED TAPE AND BUREAUCRACY AND TO MODERNISE HIS COUNTRY WHEN HE INAUGURATED THE FIRST SESSION OF IRAN'S NEW PARLIAMENT IN TEHERAN ON FRIDAY.

    WITH TRADITIONAL SPLENDOUR, THE SHAH ARRIVED AT THE PALACE OF THE SENATE (UPPER HOUSE) AND ADDRESSED A JOINT MEETING OF THE SENATE AND MAJLIS (LOWER HOUSE). HE ANNOUNCED THREE MAIN REFORMS TO BE ADDED TO THE NINE-POINT PROGRAMME LAUNCHED IN 1963.

    THE NEW REFORMS WILL BE: THE COUNTRY'S WATER RESOURCES ARE TO COME UNDER DIRECT GOVERNMENT CONTROL, THE ADMINISTRATION IS TO BE PRUNED OF EXCESSIVE RED TAPE AND BUREAUCRACY, AND ALL EFFORTS ARE TO BE MADE TO MODERNISE THE COUNTRY.

    THE SHAH REVIEWED HIS GOVERNMENT'S ACHIEVEMENTS UNDER THE 1963 REFORM PROGRAMME, WHICH INCLUDED A LITERACY DRIVE, LAND REFORMS, AND A REVISION OF THE ELECTORAL LAWS TO GIVE WOMEN THE RIGHT TO VOTE AND STAND AS PARLIAMENTARY CANDIDATES.

    TALKING OF FOREIGN POLICY, THE SHAH SAID THAT IRAN SUPPORTED THE ARAB CAUSE IN THE MIDDLE EAST AND CONDEMNED ISRAELI "AGGRESSION".

    THE NEW PARLIAMENT WAS ELECTED LAST AUGUST WITH THE RULING IRAN NOVIN PARTY UNDER PREMIER HOVADA RETAINING CONTROL.

    IRAN IS NOW PREPARING FOR THE CORONATION OF THE SHAH ON OCTOBER 26TH, HIS 48TH BIRTHDAY. SHAH MOHAMMED REZA PAHLEVI HAS RULED IRAN SINCE 1941 BUT HAS PUT OFF HIS FORMAL CORONATION BECAUSE OF VARIOUS INTERNAL AND EXTERNAL UPHEAVALS, INCLUDING THE SECOND WORLD WAR.
