    THE AMERICAN DEPARTMENT OF JUSTICE WENT INTO A WASHINGTON COURT ROOM THIS WEEK WITH FILE OF NEW ARGUMENTS IN THE CASE OF THE "HUNGRY COMMUTER". BY COURT PERSUASION IT HOPES TO BLOCK A SUIT FILED BY THE TEXAS LABOUR FEDERATION WHICH CLAIMS THE IMMIGRATION SERVICE ILLEGALLY PERMITS THOUSANDS OF WORKERS TO SLEEP IN MEXICO AND WORK OVER THE BORDER IN AMERICA. THE OUTCOME OF THE SUIT COULD DRASTICALLY CHANGE THE ECONOMY OF THE BORDER STATES AND AFFECT RELATIONS WITH MEXICO.

    AS MANY AS 100-THOUSAND MEXICAN CITIZENS TRAVEL ACROSS THE BORDER TO WORK IN SHOPS, FACTORIES AND OFFICES FOR WAGES SOMETIMES AS LOW AS 10 CENTS AN HOUR. THIS INFLUX OF CHEAP LABOUR HAS CAUSED CONTINUOUS UNEMPLOYMENT IN TEXAN TOWNS LIKE BROWNSVILLE, LAREDO AND EL PASO.

    THE CENSUS BUREAU HAS CALLED LAREDO THE POOREST TOWN IN THE NATION. MORE THAN 10 PERCENT IF ITS WORK FORCE IS UNEMPLOYED. BUT TO THE THREE THOUSAND MEXICANS FROM ACROSS THE RIVER, LAREDO IS 'OPPORTUNITY TOWN.' THEIR PASSPORT TO PROSPERITY IS AN IMMIGRATION CARD THAT SAYS THEY ARE ALIENS COMING TO TAKE UP PERMANENT RESIDENCE IN THE UNITED STATES.

    RANKLED BY THE CHEAPER LABOUR COMPETITION,THE TEXAS LABOUR UNIONS SAY THE IMMIGRATION SERVICE IS WRONGFULLY ALLOWING THE IMMIGRATIONS AND TO BE USED AS WORK PERMITS, BECAUSE AT THE END OF THE DAY THE THOUSANDS OF COMMUTERS STREAM BACK TO MEXICO. WHILE MEXICANS WORK, AMERICANS ARE OUT OF WORK.

    THIS WEEK THE GOVERNMENT DECLARED TWO MORE BORDER COUNTIES ELIGIBLE TO RECEIVE SURPLUS FOODSTUFFS TO FEED THEIR UNEMPLOYED. LAST MONTH A RECORD 12,000 RATIONS WERE DOLED OUT IN LAREDO. ITS SLUMS ARE AMONG THE WORST IN AMERICA.

    BUT ON THE OTHER SIDE OF THE RIVER THERE ARE OTHER SLUMS ARE AMONG THE WORST. EVEN SO, THE MEXICAN WORKER WITH AN AMERICAN WAGE EARNS SEVERAL TIMES MORE THAN THE AVERAGE MEXICAN. MANY MEXICANS TRADE IN AMERICAN STORES. FOR THIS REASON, MERCHANTS DO NOT WANT THE MEXICAN LABOUR FORCE CURTAILED. THE JUSTICE AND STATE DEPARTMENTS ENTERED THAT CANCELLATION OF THE PROGRAM COULD CAUSE CRUSHING HARDSHIPS IN THE MEXICAN BORDER CITIES AND SERIOUSLY AFFECT U.S. MEXICAN RELATIONS.THE COURT'S RULING IS EXPECTED SOON.
