Background: Young delegates to the Second Youth Congress of the National Movement of the Revolution arrived in Congo-Brazzaville last week. President Alphonse Massamba-Debat received them a few days after their arrival.

President Massamba-Debat showed a great interest in the views of the delegates, and talked with several of them by means of an interpreter. They had travelled to the Congo-Brazzaville Youth Congress from many points of the globe - the People's Republic of China, the U.S.S.R., East Germany, Korea, Hungary, Mongolia, Mali, Guinea, and Algeria. And there were representatives from the South Vietnamese Liberation Front.

Today (Friday) President Massamba-Debat strengthened his allegiances with Cuba and the People's Republic of China by publicly thanking Chinese and Cuban instructors for their help in the country's Civil Defence Training programme. Speaking on the first anniversary of the crushing of an anti-government Army mutiny in Brazzaville, he told instructors; 'You have left an immense amount of your experience with our youth, and they will be proud to pass this on to other people who want to throw off the oppression and slavery of imperialism'.

Cuban troops in the Presidential Guard helped to put down the two-day mutiny in June last year, which threatened to overthrow the President's government.
